In September 2010, Discovery Builders, Inc. on behalf of Faria Land Investors, LLC., submitted an application requesting annexation of approximately 607 acres into the City of Pittsburg for a future subdivision which could include up to 1,500 residential units. The applicant has also requested adoption of a General Plan Amendment that would increase the amount of land currently designated for open space and a Master Plan Overlay District that would identify the maximum extent of future development, establish a setback from the Pittsburg-Concord Ridgeline, and define permitted uses, densities, development regulations, and design guidelines for future development.
The project site is located within the Pittsburg General Plan’s Southwest Hills planning subarea and is generally bounded by vacant rolling hills with Bailey Road to the east, the former Concord Naval Weapons Station to the south and west, and the San Marco and Vista Del Mar Residential Subdivisions to the north and northeast.
On April 9, 2017, the City released a Notice of Preparation (NOP) of a Draft Environmental Impact Report (EIR) for the proposed project. The NOP describes the proposed project, its potential environmental effects, and invites comments on the scope of the Draft EIR. Once the Draft EIR is prepared, the City will release the document for a 45-day public review and comment period.
