Dow Modernization Project
The proposed Dow Modernization Project consists of (1) the construction of a new production plant on Block 760, a six-acre portion of the 248-acre Dow Chemical Company property in Pittsburg; (2) modernization to improve operational efficiency, consisting of the installation of new equipment and upgrading of existing equipment within the existing 660, 540, and 640 Blocks of the Dow Chemical Company property to increase production capacity at the 540 and 640 Blocks, allow production of new formulations at the 540 and 660 Blocks, and connect the existing 660 Block to the new 760 Block; and (3) Construction of three new railcar parking tracks, each ranging from 700 to 1,000 feet in length.
The proposed Project consists of two phases of work:
- Phase 1 of the Plan would construct modernization updates to the existing operations of the 540 Block with new pumps, tanks, valves, piping, and computer automation control while increasing production and allowing production of new formulations at the 540 Block. Phase 1 work is being analyzed at the project-level and would be implemented immediately following approval.
- Proposed Phase 2 components have been analyzed at the program-level and would be required to undergo additional environmental review as development of these specific facilities are initiated. Environmental review would possibly include preparation of one or more Addendums, Initial Studies, Negative Declarations, or EIRs. Phase 2 of the Plan includes modernization updates to the existing operations of the 640 and 660 Blocks, a new plant at the 760 Block, and a new area for additional railcar parking. This Plan component consists of construction of a new plant at the 760 Block on previously disturbed land. Demolition of a 20-foot by 40-foot single-story steel and sheet metal shop building, a 20-foot by 30-foot single-story concrete building, and a 50-foot by 60-foot single-story building consisting of steel beams with corrugated sheet metal walls would be required.
The proposed Project site is located on Assessor’s Parcel Number 073-220-049 within the 513-acre Dow Pittsburg Facility located at 901 Loveridge Road, in the City of Pittsburg, Contra Costa County, California. The components of the proposed Project are located within the existing operational Dow Facility and on approximately 8.4 acres of previously disturbed land.
Draft Environmental Impact Report (EIR)
The City and Dow have prepared a Program/Project EIR (PEIR) that provides program- and project-level environmental review for the proposed Dow Facility Modernization Plan (proposed Project or proposed Plan). The proposed Plan would modernize existing operations through the construction, installation, and operation of new pumps, tanks, valves, piping, and computer automation controls.
Written public comments on the Draft PEIR for the Dow Modernization Project will be accepted during a 45-day public review period, beginning on Friday, May 12, 2017 and continuing through Friday, June 30, 2017. All comments must be received no later than 5:00 pm, on June 30, 2017.
PUBLIC MEETING: The City of Pittsburg, acting as Lead Agency for the project, will also accept verbal comments on the Draft PEIR at a public workshop, to be held on Thursday, June 8, 2017, at 6:00 p.m., at Pittsburg City Hall, 65 Civic Avenue, Pittsburg, California.

* The CEQA Guidelines and the Public Resources Code (PRC) include provisions that protect the disclosure of information considered “trade secrets.” CEQA Guidelines § 15120(d) states that documents prepared under CEQA and made available for public examination shall not include a trade secret as defined in § 6254.7 of the Government Code.
Initial Study/Notice of Preparation
An Initial Study and Notice of Preparation of a Draft EIR (NOP) were released for public review on May 1, 2015. A public scoping session was held on May 21, 2015, and written comments were accepted through June 5, 2015. Materials related to this NOP process can be found below.
