Water System

The City of Pittsburg owns and operates the Water Treatment Plant that supplies water to the residents of Pittsburg. Billing is divided into four cycles and is generated on a monthly basis dependent upon geographic location.

The water service charge consists of a fixed use charge based upon the size of the meter and a consumption fee per unit of water. One unit is equal to 748 gallons. (Refer to Water and Sewer Rates [PDF] effective 1/1/10.)

To establish an account in your name, you will need to come to the Payment Center Located on the first floor of City Hall (65 Civic Avenue). The City shall require proof of legal property ownership or tenancy along with a valid identification. A customer set-up fee of $30.00 + $41.00 (after 3:00 p.m. turn-on fee) will be required at the time of application. We are open Monday through Friday from 8:00 am to 5:00pm (excluding holidays). Payment may be submitted utilizing either one of five options:

  1. U.S. mail to the City of Pittsburg, P. O. Box 1149, Pittsburg, CA 94565.
  2. Directly to the City Hall Payment Center located at this same address, during regularly scheduled business hours.
  3. Placed in the "night drop" receptacle located outside the City Hall Payment Center.
  4. Automatic checking withdrawal. To establish automatic checking withdrawal please complete the Automatic Direct Payment Request [MS Word]. For your convenience this authorization may either be submitted or mailed to the address on the form.
  5. Online bill payment. Please register online to start accessing and making payments on your account.

The city currently accepts Visa, Mastercard and Discover payments only.

The City of Pittsburg has a discounted water usage rate of 70% for the first four (4) units of water consumed for low income seniors at least 62 years of age and all disabled citizens as established by the Social Security Administration Supplemental Income Program for the aged, blind and disabled with an annual household income not exceeding $11,640 (not including Social Security). For your convenience the Application for Discounted Water & Garbage Rates for Senor Citizens/Disabled [PDF] may either be submitted or mailed to the address noted on the form.

To cancel water service, you can come directly to city hall or contact us during business hours to request for discontinuation of service. Your request should be accompanied by a forwarding address for processing of the final bill.

Most of the water meters within the City are located on the sidewalk in front of your property. If you are unable to locate it, please contact the Corporation Yard ((925) 252-4936) and they will be able to assist you in locating your meter. Sewer Collection
The City of Pittsburg maintains the collection system that transports the sewage to the treatment plant at Delta Diablo Sanitation District. The monthly sewer charge for a single family is a flat fee. The non-single family fee is based on the type of facility.
