Project Name:         Carbon Capture and Mineralization Project

Notice is hereby given that the City of Pittsburg finds that no significant effect on the environment, as prescribed by the California Environmental Quality Act of 1970 (CEQA), as amended, will occur for the following proposed project:

Project Description: The proposed project consists of a carbon capture and mineralization pilot facility that would operate for a 12-month period. The facility would remove carbon dioxide (CO2) from a slipstream of flue gas from Calpine’s Los Medanos Energy Center or an outlet stream of gas from the gas-fired steam boiler and combine the removed CO2 with locally sourced demolished/returned concrete to produce new “CO2 sequestered” and “upcycled” rock products. These products would be sold to Bay Area businesses, governments and consumers for use in a wide range of low carbon and high-performance concrete applications. The project site has been previously disturbed and permanently capped. Construction of the project would consist of skid-mounted equipment with no below grade construction activities of facilities or pipeline.

Project Location: The proposed project is located on a 2.5-acre parcel of land located at 895 East 3rd Street, Pittsburg, California 94565 in Contra Costa County. The Assessor’s Parcel Number for the proposed project site is 073-020-019-3.

Findings: The following environmental factors have been identified as having a potentially significant impact: Air Quality, Biological Resources, Hazards and Hazardous Materials, and Transportation.

All other impacts in the categories Aesthetics, Agriculture and Forest Resources, Cultural Resources, Energy, Geology and Soils, Greenhouse Gas Emissions, Hydrology and Water Quality, Land Use and Planning, Mineral Resources, Noise, Population and Housing, Public Services, Recreation, Tribal Cultural Resources, Utilities and Service Systems, Wildfire, and Mandatory Findings of Significance were found to be less than significant. 

Hazardous Materials and Hazardous Waste Sites: The Cortese List, consisting of databases identified in California Government Code Section 65962.5, was consulted to identify sites with known hazardous materials or waste contamination within or adjacent to the project footprint. As provided on the EnviroStor website the project site (395 East 3rd Street) is listed as a ‘Voluntary Cleanup’ site, and the cleanup status is listed as having a ‘Certified O&M with Land Use Restrictions Only, as of 3/13/14.’ The proposed use of the site does not conflict with the recorded land use covenant and the applicant would be required to adhere to Department of Toxic Substance Control (DTSC) Site Management Requirements.

Initial Study: The Initial Study, proposed Mitigated Negative Declaration, and project plans may be reviewed during normal business hours at the City of Pittsburg Planning Division, located at 65 Civic Avenue, Pittsburg, CA, 94565, or on the City’s website via the Environmental Review page at As noted in the Initial Study, background or reference materials related to the Initial Study can be reviewed upon request to the City of Pittsburg Planning Division.

Public Review: The 30-day public review and comment period for this environmental determination will begin on Friday, July 15, 2019 and continuing through Friday, August 14, 2019. Anyone who wishes to comment on the findings of this environmental analysis must submit these comment in writing to Hector J. Notice of Intent to Adopt a Mitigate Negative Declaration: Notice is hereby given that the Pittsburg Planning Commission is tentatively scheduled to consider this proposed Mitigated Negative Declaration at a public hearing scheduled for Tuesday, September 10, 2019, at 7:00 p.m., in the third floor Council Chamber at 65 Civic Avenue in Pittsburg.

The proposed Mitigated Negative Declaration does not signify approval or disapproval of this project by City decision-making bodies. The Planning Commission will consider the proposed Mitigated Negative Declaration together with any comments received during the public review process to determine whether the project will have a significant impact on the environment.
