Building Division Holiday Closure
City of Pittsburg Building Division will be CLOSED for all virtual business and onsite inspections from Thursday December 24 through Friday January 1. Staff is not available to issue building permits or perform inspections from Thursday, December 24 through Friday, January 1. Please plan accordingly. In addition, EMAIL SUBMITTALS for Building Permits received during this period WILL BE RETURNED automatically by the email server, without being accepted or reviewed. The City’s on-line services WILL RESUME on Monday, January 4 when new submittals and emails will be accepted and reviewed. When services resume on January 4, 2021, the Building Division will return to schedules and protocols established for the COVID-19 Contra Costa County Health order for COVID-19.

Our goal is to provide efficient and effective support for all construction projects within the City, regardless of type or size and securing the highest standards of safety and access, as required by law.
Effective January 1, 2011, the City of Pittsburg formally adopted the California Code of Regulations Title 24, Part 11, also known as the Green Building Standards Code or CALGreen.
The Building Division provides both general information and technical guidance for all types of construction projects within the City. Information is provided personally at the Permit Counter as well as by phone at (925) 252-4910. The Building Division maintains informational handouts for many common projects and processes. These are available at the Permit Counter as well as online at Construction Handouts.
The Building Division is responsible for managing the construction permitting process. This process includes general public information, plan submittal, plan review, permit issuance, inspection and document retention. The Building Division is also charged with the task of assuring that all additional approvals required by both inside and outside entities are obtained prior to the issuance of both a building permit and receiving final inspection approval.
The Building Division provides next day inspection services to verify compliance with all local and state codes. These inspections include those for building, electrical, mechanical, plumbing, disabled access, and energy efficiency. The Building Division also monitors the special inspection process.
The Building Division actively investigates citizen complaints regarding the enforcement of municipal code violations. This is accomplished through inspection, notification, communication and the issuance of citations. The Building Division is also a key member of the City’s Code Enforcement Team. This group, which includes members from all City departments, systematically addresses the more egregious municipal code violations in addition to establishing a proactive response to citizens concerns.
Residential Rental Inspection Program
The Building Division administers the City of Pittsburg’s Residential Rental Inspection Program. This is accomplished through the identification and registration process, the physical inspection of properties, and the issuance of correction notices and citations in order to gain compliance.
